Yorkshire and Humber Plan (Regional Spatial Strategy)
Until 2005 Regional Planning Guidance (RPG) was the spatial development strategy for the region, covering land use and transport issues is being transformed into a new ‘Regional Spatial Strategy’
At a local authority level the current mixed system of unitary development plans is being replaced by local development frameworks (LDFs). The LDF for Bradford District will consist of a portfolio of Local Development Documents (LDD’s), these will provide the framework for delivering the spatial planning strategy for the area.
The Local Development Scheme (LDS) for Bradford is a three year rolling work programme which sets out the details, timescales and arrangements for producing, monitoring and reviewing Local Development Documents
The Regional Spatial Strategy, now known as the Yorkshire and Humber Plan, will include a broad development strategy for the region, setting out regional priorities in terms of location and scale of development, including:
- Economic development
- Housing
- Transport and communications
- The environment (including water, minerals and waste, energy generation and use)
- Tourism and Leisure
- Urban and rural regeneration
In this way it can be called the 'spatial expression' of [Advancing Together] and will be important for setting out the spatial elements of the [Regional Economic Strategy], [Housing Strategy] and [ Cultural Strategy].
Work on the preparation of RSS began in July 2003. The Yorkshire and Humber Plan was submitted to Government in December 2005.
It was out for public consultation between 16 January and 13 April 2006. An independent Government appointed Panel will publicly test the Plan in Autumn 2006 and it is anticipated that the final Plan will be issued in mid 2007.
